چکیده

"Operationalizing C2 Agility" is the process of moving from a conceptual model or theory of C2 Agility to applying this theory to improve an entity’s C2 Agility in practice. This process is greatly facilitated if one builds a proper foundation. In this paper, we begin by identifying the critical elements or cornerstones of such a foundation and the role they play in enabling an entity to systematically and efficiently improve their agility. We show that these prerequisites already exist, that they permit extensions that are important for both continuing research and practice applications, and that they have been successfully employed in experiments. We illustrate the capability of the existing foundation by presenting the designs for and the results of a series of experiments that look at the Agility-related implications of various stresses and conditions. We conclude with an assessment of what is on the critical path to “Operationalizing C2 Agility”. David S. ICCRTS “ Operationalizing C 2 Agility ”

Alberts has offered a definition of agility and its constituent components. This paper describes where in the C2 system, or the force, the different agility requirements will have to be met, and how to measure if they are. The purpose of a C2 system is to achieve focus and convergence of some entities (the force) somewhere (the context) to accomplish something (the task or mission), together (m...

A command, control, computers, and communications interoperability assessment framework has been developed to track progress in interoperability over time. It covers technical, human, organizational, and policy/legal aspects of interoperability. Inputs to the framework include military and civilian personnel, domain experts, feedback from various nations, and past methodologies for characterizi...

N2C2M2 Validation using abELICIT: Design and Analysis of ELICIT runs using software agents

Recently developed by the NATO SAS-065 Group, the NATO NEC C2 Maturity Model (N2C2M2) has been subjected to multiple validation efforts, including those applying the ELICIT experimentation platform and involving human subjects. In order to enlarge the dataset for analysis and validation, as well as to provide a fully controlled – albeit simpler – environment, the ELICIT platform was adapted and...

The NATO Network Enabled Operations (NEC) C2 Maturity Model (N2C2M2) defines a number of command and control (C2) Approaches that correspond to various ways to accomplish C2 functions. These Approaches are defined by organizational the allocation of decision rights, patterns of interaction, and the distribution of information. Recent work in C2 theory has considered the differences in performan...
